Sampur–Kappalthurai 220kV Transmission Development Project (SKTDP – P921)

Under the Clean Energy Absorption Transmission Project – I (CEATP-I)

Project Overview

The Sampur–Kappalthurai Transmission Development Project (SKTDP) is a key transmission infrastructure initiative implemented by the Ceylon Electricity Board (CEB) with financial support from the Asian Infrastructure Investment Bank (AIIB) under CEATP-I.

The project aims to evacuate renewable energy generated from the Sampur Solar Park and integrate it into the national grid through the construction of a new 220kV transmission line and associated grid substation augmentations.

Environmental and Social Safeguards

The SKTDP was subjected to a full Environmental and Social Impact Assessment (ESIA) in line with AIIB’s Environmental and Social Policy (2019). The ESIA identifies key environmental and social risks, including:

Mitigation and monitoring strategies are captured in the Environmental and Social Management Plan (ESMP) and Monitoring Plan (ESMoP). A Supplementary ESIA will be submitted to AIIB prior to construction, incorporating pre-construction baseline data and the seasonal avifaunal survey.
